In a large bowl, combine the cooked pasta, cooked shrimp, red onion, cilantro, bell peppers, and mango.
In a small bowl, whisk together the lime juice, garlic, Dijon mustard, olive oil, salt, and pepper.
Pour the dressing over the pasta salad and mix until all of the ingredients are evenly coated with the dressing.
Add honey to taste and mix until combined.
