Preheat oven to 350°F (175°C).
Season beef roast generously on all sides with salt and pepper.
In a small bowl, mix together the butter and garlic powder until well combined. Rub the butter mixture over the beef roast evenly.
Place the beef roast in a roasting pan or Dutch oven, then pour in 1 cup of beef broth. Cover with a lid or aluminum foil.
Roast in preheated oven for 2 hours, or until the roast is tender. If needed, add an additional 1/2 cup of beef broth to keep it from drying out.
Once done roasting, remove from oven and let rest for 10 minutes before slicing and serving.
