Preheat the oven to 350 degrees Fahrenheit. In a large bowl, combine the ground beef, onion, celery, parmesan cheese, and bread crumbs.
In a separate bowl, whisk together the eggs and milk until combined. Pour the egg mixture over the meat mixture and mix thoroughly.
Grease a 9×13-inch baking dish with the olive oil, then transfer the meatloaf mixture into the dish. In a small bowl, combine the tomato sauce, garlic powder, oregano, basil, ground cloves, ground black pepper, and salt. Pour the mixer over it & spread it.
Bake for 60 minutes or until a thermometer inserted into the center of the meatloaf registers at least 160 degrees Fahrenheit. Let cool slightly. Again pour the tomato sauce mixture over the top of the meatloaf and spread evenly. Cut it into pieces, before serving.
