Preheat the oven to 350°F. Grease a 9x13-inch baking dish with butter or nonstick cooking spray.
In a large bowl, combine cornmeal, flour, baking soda, garlic powder, paprika, hot pepper sauce, white vinegar, salt,, and sugar. Stir until combined.
In a separate bowl, whisk together eggs, milk, sour cream, and melted butter. Pour into the dry ingredients and mix until just combined.
Add honey, mayonnaise, heavy cream, cheddar cheese, onion and chives to the batter and stir until combined.
Pour the batter into the prepared baking dish and sprinkle with black pepper. Bake for 25–30 minutes, or until a toothpick inserted into the center comes out clean.
Allow to cool before cutting into pieces and serving.
