Preheat oven to 375°F. In a large bowl, mix together the soy sauce, lemon juice, butter, Worcestershire sauce, pepper, thyme, and basil.
Place the salmon fillets in a greased baking dish. Pour the marinade over the salmon. In a small bowl, mix together the garlic, curry powder, and salt. Sprinkle the mixture over the salmon.
Bake for 30 minutes or until cooked through. While the salmon is baking, make the tartar sauce by mixing together green onions, paprika, ground mustard, mayonnaise, dill weed, lemon juice, and pepper.
Once the salmon is cooked through, serve with the tartar sauce on the side.
