Combine self-rising flour, cornmeal, sugar, salt, garlic powder, and cayenne pepper.
Beat eggs, and mix with buttermilk.
Combine wet mix with dry mix until just combined.
Gently fold in diced and green onions.
Heat vegetable oil to 375°F (190°C).
Drop spoonfuls of batter into hot oil, and fry for 2-3 mins per side until golden and crispy.
Remove, and drain on paper towels. Serve hot with preferred dipping sauce or as a side for seafood, BBQ, or Southern meals.
