In a medium bowl, combine garlic, salt, pepper, onion, garlic powder, onion powder, olive oil cilantro, and honey. Mix together until is well combined.
Add the chicken thighs to a large resealable bag or container and pour the marinade over them. Seal the top of the bag/container and toss to ensure that all of the chicken is evenly coated in the marinade. Place in the refrigerator and marinate for at least 1 hour, or up to 8 hours.
Preheat your oven to 425°F (220°C). Line a baking sheet with parchment paper or aluminum foil and lightly grease it with olive oil.
Arrange the chicken on the baking sheet and bake in the preheated oven for 25-30 minutes, or until cooked through and golden brown.
Remove the chicken from the oven and let it rest for 10 minutes before serving. Serve with your favorite sides such as roasted vegetables or rice.
